Summary
One Pieceis one of the longest-running manga series in the world. So, it is hardly surprising that it has such a big cast of characters. Oda’s handling of characters is second to none, which is why almost every single one of them has a loyal fan base, which is evident in the popularity polls.
However, theOne Pieceauthor cannot treat all of them equally, mainly because some are more important than others. In rare cases, characters receive another chance to impress the audience and leave a lasting impact on the story. Most of the time, Oda’s choices are great, but sometimes he can bring back an undesirable character and give them a second chance.

5Rob Lucci
Killed Hundreds Of Innocent People
Rob Lucci is a great fighter, who served as the primary antagonist of the Water 7 and Enies Lobby arcs. He is a highly trained killing machine, who cannot stand any person standing in his way. Lucci has committed many heinous crimes that resulted in the deaths of hundreds of innocent people.
Even though he is a popular character, he does not deserve a second chance. He got another opportunity in the Egghead arc, where he fought against Luffy. Fortunately, the latter was able toobliterate the CP0 agentwith little to no difficulties. Following another big loss, fans will hope that Rob Lucci will not get another shot at redemption.

4Pell
His Survival Served No Purpose
Pell was introduced all the way back in the Alabasta arc. As the protector of Alabasta, it was his responsibility to safeguard the country against all kinds of dangers. In the arc, Pell wasn’t able to do much todeter Crocodile from executinghis plan. However, he did get one big opportunity to save the lives of countless people.
After the bomb was located, Pell used his Devil Fruit powers to fly away with it. Given the radius of the blast, everyone thought that Pell was dead. So when he emerged with no fatal injuries, fans were surprised. Pell is not an amazing character, so it didn’t make much sense for Oda to keep him alive. In fact, if he had died, at least fans would feel that Crocodile’s plan was dangerous.

3Spandam
Only Cared About His Personal Goals
Spandam is the son of Spandine and one of the most loathsome characters inOne Piece. Like his father, Spandam was an ambitious man who wanted fame and power for himself. So, every decision that he made was driven by his selfish desires.
In the Enies Lobby arc, Spandam and his group were beaten by the Straw Hat Pirates. As Spandam was the weakest member of his group, he was crushed effortlessly. When the Straw Hats were on their way out of Enies Lobby, Spandam began to expresshis frustration with CP9. Nico Robin took note of this, and she used her Devil Fruit to break his back. Logically, it should have been the end of Spandam, but he managed to survive. Considering the fact that so many people lost their lives because of him, there was very little reason for him to return to the story, and that too, as a CP0 agent.

2Caesar
Experimented On Innocent Children
Caesar is anexceptionally smart characterwho considers himself to be the rival of Dr. Vegapunk. The two worked together on many projects, but Caesar was extremely jealous of Vegapunk. This led to Caesar setting off a weapon that led to the deaths of many people. Following the incident, Punk Hazard was completely closed off. However, Caesar went to the facility yet again, where he performed inhuman experiments.
Caesar tricked the children and fed them drugs, as he wanted to create a medicine that could turn humans into giants. He did so without remorse, and it would have continued if the Straw Hats had not gone to the island and put an end to his plans. Caesar was given a shot at redemption in the Whole Cake Island arc, where he helped Bege and Luffy by supplying them with a weapon to take down Big Mom.

1Vinsmoke Judge
Robbed His Children Of Their Emotions
Vinsmoke Judge is the father of Sanji and theother four Vinsmoke siblings. In the past, Judge was a member of MADS, an illegal scientific organization. With the help of other brilliant minds, Judge expanded his scientific knowledge. In fact, he was able to figure out how the Lineage Factor worked. With this information, Judge was able to change his entire life. When his wife was pregnant, Judge experimented on her in the hope that she would give birth to superhumans.
Unfortunately, this plan worked, and four of his children were successfully able to awaken their powers. Sanji was the only one who exhibited no signs of being a success. Angered by his failure, Judge ostracized Sanji and even put him behind bars. Even in the Whole Cake Island arc, Judge intended to trade his son to get on Big Mom’s good side. With the Neo-MADS cover story, it is possible that Judge will make a comeback in the story, which would be his second chance. He has no redeeming qualities, so giving him another opportunity might not sit well with fans.
