Wano Country’s Arc is one of the biggest storylines inOne Piece,and it involved a wide spectrum of characters. There are numerous pirates, samurai, minks, and also ninjas that fight against Kaido in this arc. On the other hand, there are also countless pirates and samurai that choose to fight alongside Kaido. Not only that,six pirates from the worst generationand two Emperors of the Seas are also present here.
Unbeknownst to most people, sitting silently amidst all of that chaos is one ofthe World Government’smost valuable and dangerous assets, the CP0. This article will talk about the reasons why one of the World Government’s special representatives is present in a foreign country during what could only be considered as a war between multiple highly influential pirates' factions.

Who is CP0
Cipher Pol Aigis Zero, better known as CP0, is a part of the World Government’s intelligence agency,just like CP9 that the Straw Hat’s encounter in Water 7. However, unlike CP9 that is specialized in infiltration and assassination, CP0 is reserved to do the hardest and dirtiest job not only for the World Government, but for the world’s nobles as well. That is why CP0 consists of incredibly strong people with a power that is on par with the former Whitebeard’s division captains, such as Marco and Izo.
There are eight members of the CP0 that are currently known, four of which have yet to reveal their name. The ones that we’ve already known and seen are Rob Lucci, Kaku, and Spandam, the former members of CP9. There’s also a woman who is known by her undercover persona as Stussy, one of the Emperors of the Underworld. We saw her for the first time during the Whole Cake Island arc as one of the guests forBig Mom’stea party. As for the four nameless CP0, they all hide their faces with a mask and make their first appearance in Dressrosa.
CP0’s Main Objective in Wano
Other than beingone of the Seven Warlords of the Seaand the ruler of Dressrosa, Doflamingo held another crucial position that not many people know. He was the biggest arms broker in the underworld. He supplied all kinds of weapons to all kinds of people. One of those people is the World Government.
Now thatDoflamingois out of the picture, the World Government needs to find another way to procure weapons. The best way to do it is by going straight to the manufacturer themselves, which is the Wano Country. After all, since Kaidou took control of Wano, the country had effectively become a massive weapon factory.

The only one that the World Government trusts to conduct such a shady deal is the CP0. Three of the CP0 have an audience with the then shogun of Wano, Kurozumi Orochi, while the other members are on standby with the Marines. It is highly likely that the CP0 knew that the Straw Hats had enteredWano Country, but they are clearly unaware of their upcoming attack on the Onigashima island.
CP0’s Additional Objectives in Wano
As the chaos spreads in Onigashima and their main objective looks more and more impossible to fulfill, CP0 receives several new objectives fromthe World Government. The first one is regarding Nico Robin. They are tasked to kidnap Nico Robin and hand her over to the World Government.
Nico Robin is the only person who can read the ancient Poneglyphs, and therefore uncover the secret history of the world. Her existence is a massive threat for the World Government. That’s why they’ve been trying to capture her for as long as she can remember. The current chaotic situation in Onigashima that manages to separate each member of the Straw Hats from each other is the perfect chance to snatch her away. The second, newer objective CP0 is to either kill or confirm the death of a specific member of the Hundred Beast Pirates named Who’s-Who. Who’s-Who isone of the strongest members of Kaidou’s Tobiroppo. Not only that, but he was also a disgraced former member of CP9 who escaped from the World Government’s imprisonment twelve years before the current event.

The third and final objective of the CP0 in Wano is a much more sinister one. As the battle in Onigashima nears its conclusion, it’s becoming clear that the old powers suffered more losses and defeats than the new pirates and samurai alliance. That is when the World Government issues an executive order for the CP0 to assassinate a pirate from the worst generation by the name of Monkey D. Luffy who is currentlyfighting against Kaido. That is the highest priority objective that needs to be executed even if it costs them their life.
As you can see from all of their recent exploits, CP0 is the dark extension ofthe World Governmentthat is tasked to execute all kinds of dirty and mostly illegal work. They came to Wano to get weapons from a pirate in order to arm the marines, so they can fight other pirates. As the story progresses, it becomes obvious that even the strongest branch of the world government is merely a pawn to its master.
